It will only benefit certain officials. Like you said, why don't they provide counseling instead? or make sure there are resources available inside the embassy abroad as something that the women can count on if they're abused. Deposit will be returned after 10th-year-anniversary? who can guarantee that? and what if she died before the anniversary? Just get married abroad...that's what I think.
